In June 2000, the FCC designated MET Laboratories
as a Telecommunications Certification Body
(TCB). MET processed and received the first
FCC grants through the TCB program.
In 2004, the National Institute of Standards and Technology (NIST)
established Phase II of the Mutual Recognition Agreement (MRA) with
Industry Canada for the certification of radio products. MET was one of
the first companies to join this program which allows test labs to act
as Certification Bodies for Industry Canada under their Radio Standards
Specifications (RSS).
MET has processed hundreds of TCB certificates
on behalf of MET clients. The time from
receiving all of the required information
to issuing the FCC Grant of Certification
is typically a couple days.
As a TCB, MET performs the evaluation of
testing for radio and telephone equipment
that was previously the sole responsibility
of the FCC. MET is authorized to issue Grants
of Equipment Authorization for any equipment
for which there is a defined rule part and
procedure within Title 47 of the Code of
Federal Regulations. Following the issuance
of this Grant, the Grantee will immediately
be free to begin marketing the device in
the United States.
As a Certification Body for Industry Canada, MET evaluates radio equipment to the appropriate RSS standards and certifies the equipment in the form of a grant for Industry Canada. Through accreditation by appropriate authorities, MET continues to expand the scope of our certification abilities by demonstrating our ability to test to new and updated standards.
As the FCC extends the opportunity for TCB's
to process additional types of equipment
through training sessions, MET continues
to expand our capabilities to Certify ALL
types of equipment allowed by the FCC. The
MET TCB functions much more quickly than
the FCC review process. Other benefits include
a higher level of customer service than
the FCC was able to provide and the use
of a single point of contract from testing
to certification.
MET's designation as a TCB covers Parts
15 and 68, as well as Part 18, 22, Parts
90 & 95, Parts 24-27 and Parts 74 and 101.
Summary of the scope of equipment covered for the FCC
is as follows:
A. Unlicensed Radio Frequency Devices
A1 Low power transmitters operating on frequencies
below 1 GHz (with the exception of spread
spectrum devices- see A4), emergency alert
systems, unintentional radiators (e.g.,
personal computers and associated peripherals
and TV Interface Devices) and consumer ISM
devices subject to certification (e.g.,
microwave ovens, RF lighting and other consumer
ISM devices)
A2 Low power transmitters operating on frequencies
above 1 GHz, with the exception of spread
spectrum devices (see A4)
A3 Unlicensed Personal Communication System
(PCS) devices
A4 Unlicensed National Information Infrastructure
(UNII) devices and low power transmitters
using spread spectrum techniques
B Licensed Radio Service Equipment
B1 Personal Mobile Radio Services in 47
CFR Parts 22 (cellular), 24, 25, 26, and
27
B2 General Mobile Radio Services in the
following 47 CFR Parts 22 (non-cellular),
74, 90, 95 and 97
