Telecom Testing and Certification
Part 68 | TCB | ACTA Online Filing | NEBS | Canada | Europe| Hong Kong 

MET's extensive capabilities in telecommunications include testing, design consultation, application preparation and agency liaison. MET tests products for compliance to U.S., Canadian, and international standards for telecom devices, from NEBS equipment to consumer products such as DSL modems. MET also provides initial design reviews and compliance throughout a project. We can recommend cost effective modifications which will not adversely affect the performance of the product.

ACTA / FCC Part 68

MET is fully recognized by ACTA, the American Council for Terminal Attachments. ACTA is the industry council for FCC Part 68 certification requirements and administration, created following the FCC's decision to privatize its Part 68 responsibilities. TIA (Telecommunications Industry Association) and ATIS (Alliance for Telecommunications Industry Solutions) serve as joint sponsors of the council.


Telecommunications Certification Body

MET is an FCC designated Telecommunications Certification Body, or TCB. As a TCB, MET labs can issue registration numbers for equipment meeting requirements for 47 CFR Part 68 - Telephone Terminal Equipment (TTE). As an ACTA recognized and FCC approved TCB, MET provides a single point of contact for your project, from testing to certification.

ACTA Online Filing

MET Laboratories now offers immediate TCB filing and certification through ACTA Online Filing. This service allows TCBs to electronically file TTE information to ACTA for including in the centralized database of approved Part 68 equipment.
ACTA Online Filing cuts weeks from the old submission process, and makes it possible for MET customers to make their products available immediately upon filing. MET can file Original, Modifications, Notice of Change, Re-approval or Re-certification documents. MET can also apply for Responsible Part Codes (RPCs) instantly, on an as-needed basis. NEBS



MET certifies network equipment in accordance with Telcordia NEBS requirements GR-1089-CORE, GR-63-CORE, TR-NWT-000078, TR-NWT-000357 and TA-NWT-000457. In addition to telecom testing, MET performs all of the required Bellcore tests including EMC, seismic and flammability in convenient test facilities on both coasts.
MET is a Verizon-certified Independent Testing Laboratory for NEBS. MET's certification program to the above standards is acceptable to all of the Regional Bell Operating Companies, Bell Canada and Independents.

MET's Telecom lab has surge test equipment that meets the new specifications of Section 4.6.7.1 of GR-1089-Core. This will become a Telcordia requirement January 1, 2006. This upgrade can test surge protection to 10 x 1000 µ seconds up to 2000V peak open circuit and 100A short circuit conditions.

Industry Canada

In 1982, MET became one of the first labs licensed by Industry Canada to perform certification testing. MET test products and submits the required documentation to Industry Canada in accordance with the Canadian regulations CS-03, Issue B.

European Market

The European Commission's Radio and Telecommunications Terminal Equipment Directive (R&TTE Directive) frees the manufacturer of telecommunications equipment from relying on government appointed Notified Bodies in order to sell their equipment in Europe. Under the R&TTE Directive, manufacturers can now self-certify, relying on the test lab of their choice to verify compliance to harmonized ETSI TBR standards. MET clients can now simultaneously test to European ETSI standards while testing here for Canadian and FCC certification.

Hong Kong

All three of MET's laboratories have Recognized Testing Agency (RTA) status with Hong Kong's OFTA (Office of Telecommunications Authority). All three locations are allowed to conduct evaluation tests of analogue and digital wire-line equipment against the following HKTA specifications under the Hong Kong Telecommunications Equipment Evaluation and Certification (HKTEC) Scheme:
